Shoplifting is a huge and rising epidemic: it's the reason why one in three women prisoners is sent to jail.

I think peer pressure is the number one reason ,secondly ,simply envy, one knows they cant afford what ever and will steal it .This report concentrated on teenage girls , I guess compared to boys shoplifting it looks higher ,but usually what a teenage boy steals isn't in a store .

Shoplifters usually go there as a group. Friends will hide the one from getting caught in cameras.
For shop-lifting good guts and training will be needed.
Those from high class families are also into it. That means what they want is to experience the thrill on doing it...!!

A huge percentage of people today feel at some point and at some level that "the rules don't apply" to them. Or that the rules are for other people to follow, or that the rules are meaningless or immoral, or etc.
They inherently know it is against the law to speed, but they do it anyway. They know stealing is against the law, but they are them and the rules don't apply to them.
If they get caught, they are quick with excuses or blame toward someone else. I heard a great one last week, very typical: "But it wasn't a construction zone last time I drove through here! How can I be expected to drive slower today? It's not my fault!"
My co-worker -who should seriously know better- uttered those lines, and tried her best to blame her new speeding ticket (second one in the last month) on everyone from Reagan to the Pope to Best Buy for being open which is where she was going when she got caught speeding. Not one word about driving slower or paying more attention. No responsibility. No accountability.
Same thing happens when something goes wrong at work. Forget accepting that a mistake was make and working to fix it. No, first we have to determine that it wasn't her fault, that it was somebody else's fault, etc etc etc.
It's not related to shoplifting except that the mindset is similar: rules are to be ignored, whether that's paying for merchandise or being honest about deleting a file at work.

Yes, most teenagers think laws are for others. When caught, some of the reasonings will be very funny.
I think institutions can think about having special classes for teenagers to let them know the importance of having the law maintained.
